Got a portable unit after much back and forth.  Will use as level 1 for time being. If charging is an issue, I'll get a level 2 receptacle put in. Canadian company, CSA certified.

And their Green Miles Rewards is pretty good. 10 cents per KWh.  Available in Quebec too.
